      It depends on how you measure “best” – the simplest way would be to see where has the most research funding & comes up with the most new ideas. Inevitably it’s going to be the US< western Europe & parts of Asia, as these are the wealthiest places – and research can be expensive.       If you're talking about natural ability though – I think anyone with an enquiring mind can be a scientist – and that inclues people from all over the world.
